Exchanging a foreign driving licence
Do you have a foreign driving licence and do you live in the Netherlands? In the Netherlands you will be allowed a limited period for driving with a foreign driving licence. After that, you must exchange the driving licence through your municipality. If it’s possible will depend on the country that issued the driving licence. You can always exchange a valid EU/EFTA driving licence.
Conditions for exchange
Please note! You must meet all the conditions.
- You have a valid driving licence from the EU/EFTA or from a country with which we have an agreement. An EU/EFTA driving licence is allowed to be expired.
- You are registered in the Personal Records Database (BRP).
- You have a valid identity or residence document.
- You have an EU/EFTA nationality. Not? In that case:
- you have a temporary or permanent residence permit (exchanging is not possible if you are waiting for a (new) residence permit), or
- you are in the Netherlands under Association Decision 1/80 of the EEC/Turkey Association Council, or
- you fall under the Temporary Protection Directive (residence permit 46).
30% ruling
Are you in the Netherlands for work (highly skilled migrant) and does the 30% tax ruling apply to you? Then you can exchange your driving licence (from any country). Read more in If you are in the Netherlands for work.
